EDGAR™ Terms of Use
Version 2026-09-25
EDGAR™ Terms of Use Disclaimer; No Recommendation or Reliance The EDGAR™ System is provided solely as a research-based, multicriteria decision-support tool to assist authorized users in evaluating electric distribution-grid reliability and resilience considerations. The system is not a substitute for independent analysis, professional judgment, engineering review, system planning, emergency management, cybersecurity review, financial analysis, legal advice, regulatory review, applicable reliability standards, or consultation with affected stakeholders. EDGAR™ does not recommend, approve, direct, or endorse any policy, grid-planning, operational, emergency-response, reliability, resilience, investment, procurement, infrastructure, or other decision. The system does not determine whether any particular action is appropriate, feasible, lawful, safe, reliable, resilient, economical, or in the public interest. Outputs, scores, rankings, estimates, scenarios, forecasts, and other information generated by the system are dependent on the data, assumptions, methodologies, models, and other inputs used and may contain errors, omissions, uncertainties, or limitations. Results may change as data, assumptions, models, or system methodologies are updated. EDGAR™ must not be used as the sole basis for real-time grid operations, emergency response, protection or control actions, outage restoration, compliance determinations, or other decisions requiring current, site-specific, or operationally verified information. Users are solely responsible for independently validating and interpreting all information and outputs and for making, documenting, and implementing any decisions based on or informed by the system. Users must not represent any EDGAR™ output as an official DOE or ORNL recommendation, determination, approval, operational instruction, or position. Neither DOE nor ORNL guarantees, represents, or warrants the accuracy, completeness, timeliness, reliability, availability, suitability, or fitness for a particular purpose of the system or any information or output generated by it. To the maximum extent permitted by applicable law, DOE, ORNL, and their respective employees, contractors, researchers, affiliates, and agents disclaim responsibility and liability for decisions, actions, inactions, losses, damages, claims, outages, service interruptions, safety impacts, or other consequences arising out of or relating to access to, use of, or reliance on the system or its outputs. No Warranty; Availability. The system is provided on an “as is” and “as available” basis. Access may be suspended, restricted, modified, or terminated at any time, including for maintenance, security, operational, or administrative reasons. The system may contain links to external websites and services. DOE and ORNL do not control and are not responsible for the availability, content, accuracy, security, privacy practices, or policies of external websites or services. User Responsibility; No Assumption of Liability. The user is solely responsible for decisions, actions, and omissions based on or informed by the system, including decisions made in reliance on system outputs. The user agrees, to the maximum extent permitted by applicable law and subject to any applicable federal, state, or local law, regulation, contract, or governmental immunity, to defend, indemnify, and hold harmless DOE, ORNL, and their respective employees, contractors, researchers, affiliates, and agents from third-party claims, losses, liabilities, damages, costs, and expenses arising from the user’s unauthorized use of the system, misuse of system outputs, violation of these Terms of Use, or negligent or wrongful acts or omissions. Nothing in these Terms of Use waives any applicable governmental immunity, limitation of liability, statutory protection, or other defense available to DOE, ORNL, or any other protected party. Users are solely responsible for independently validating and interpreting all information and outputs and for making, documenting, and implementing any decisions based on or informed by the system. Users must not represent any EDGAR™ output as an official DOE or ORNL recommendation, determination, approval, or position.
